Another Troubled City, Another Subsidized Stadium to the Rescue

Can a taxpayer-subsidized ballpark spark enough economic development not only to pay for itself but to revive an urban dead zone in one of America’s poorest cities?

That’s the big bet the city of Hartford, Connecticut has decided to make.



Currently under construction, the 6,000-seat Dunkin’ Donuts Park will be home to the Yard Goats, a double-A affiliate of the Colorado Rockies. A study commissioned by the city council estimates the ballpark could generate over $350 million in economic growth—turning a stretch of parking lots and vacant buildings into a vibrant residential neighborhood. Hartford hasn’t seen that kind of development in decades.

So if development will come, why not have the city and taxpayers build it? For starters, the stadium is already $10 million over budget and almost two months behind schedule. Homeless on opening day, the Yard Goats will have to play on the road until May 31st.

For most other cities, these delays and cost overruns would be more of an embarrassment than a crisis. But Hartford is running out of cash. Last year, the city endured a debt downgrade and cuts in municipal services. Mayor Luke Bronin has already announced hiring and spending freezes in the wake of longstanding municipal deficits.

Add to the mix Hartford’s longstanding struggles with deep poverty and crime, and many are left wondering why the city is spending money on a ballpark in the first place.

Critics fear the development won’t materialize, leaving taxpayers on the hook for the debt-financed $66-million stadium. As Hartford Courant columnist Kevin Rennie asked, “Why should the people of Hartford—many of whom are very, very poor—why should this burden be placed on them?”

The ballpark’s boosters see a calculated bet, not a burden. Economic projections for the development include over a thousand permanent jobs, a brewery, new retail, and over a hundred new residential units. Already, Hard Rock International has committed to building a hotel opposite the ballpark.

"I see the stadium as a catalyst for economic development in a neighborhood that has not had any investment in years, and believe the state should participate," State Senator John Fonfara told the Hartford Courant in March.

“This is what’s going to help turn Hartford around,” University of Connecticut economist Fred Carstensen told Reason TV, “and it’s clearly the kind of big bet that we make.”

Carstensen, who was commissioned by the Hartford city council to study the effects of a ballpark, acknowledges that the ballpark by itself is a money loser. His analysis, "Economic Impacts on Hartford of Developing Downtown North," shows how the stadium will generate new development and more than pay for itself—but just barely, under the best of circumstances.

“When you’ve got all the pieces in place, then they come out ahead,” he says. “Not by a lot. I mean, this is not some kind of a big win. But the question was: How do you protect the city from the point of view of being able to cover the cost of the stadium over the 20-year time horizon to cover the cost of the bonds?”

Several national studies cast doubt on Carstensen’s analysis. Sports economists Brad Humphreys and Dennis Coates found that the presence of a professional sports team rarely boosts in the local economy, and often ends up as a burden or a boondoggle. Similar conclusions have been echoed by studies at the Brookings Institution, Stanford University, and others.

To his credit, Carstensen has been willing to engage some of his toughest critics. His discussion with Field of Schemes author (and stadium subsidies über-skeptic) Neil deMause was a revealing, if wonkish, debate about the ups and downs of stadium economics. (DeMause ended up softening his views about Dunkin' Donuts Park, though he maintains the ballpark is a big risk for the city).

The entire Downtown North development is shrouded in piles of concrete and rebar right now. The full impact of the project won't be known until at least 2020, when construction is scheduled for completion, and Hartford's big bet either starts to pay off—or becomes another burden for taxpayers to bear.

UPDATE: Neil deMause contacted me a day after the video was published to clarify his perspective. He wrote:

"I didn't "soften my views about Dunkin' Donuts Park" — I softened my views about Carstensen's study, once he pointed out to me that it acknowledged the stadium was a terrible deal, and just had hopes for the surrounding development. (Which is still arguable, but less crazy than the stadium deal.)"

On January 3, 2004, a strange sight unfolded on the planet Mars. Above a vast, dry lake bed south of the martian equator, a conical vehicle parachuted toward the surface. Then, just before touch down, it was enveloped by a gigantic protective airbag allowing the craft to bounce safely to a stop. Inside was Spirit, the most sophisticated rover ever launched from Earth. "MARS Dead or Alive," which originally aired just hours after Spirit landed on the red planet, covers this mission in depth.

The program's behind-the-scenes look at the construction of Spirit and its twin, Opportunity, includes a special up-to-the-minute segment with the latest news from Mars as of January 3, 2004—to learn if Spirit is ready to undertake the most comprehensive search for evidence of liquid water ever attempted on Mars.



NOVA spent months documenting the tension-filled process of building, testing, final checkout, and launch of a pair of spacecraft that are designed not only to be remote-controlled field geologists but to perform in a demanding environment millions of miles from Earth. As the program shows, unexpected problems with designs for the parachute and airbags almost scuttled the mission, and a potentially catastrophic electronic problem on Spirit didn't turn up until the vehicle was completely inaccessible and awaiting launch.

Riding on the mission are not just the hopes of scientists seeking to answer baffling questions about the history of Mars, but the future of NASA's Mars exploration program itself. Twice in 1999 NASA probes arriving at Mars were lost without a trace. One of the few recent bright spots for Mars research was the surprising success of the experimental lander-rover Pathfinder in 1997, which was designed to test the airbag-landing technique.

Pathfinder was spawned by a freewheeling group of young scientists and engineers who are now back with the far more ambitious Spirit and Opportunity vehicles, which make up what is officially called the Mars Exploration Rover (MER) project. The MER science team is headed by planetary scientist Stephen Squyres of Cornell University, who conceived the project with the goal of probing the most burning questions in Mars science: Was there ever liquid water on the Red Planet? Were conditions ever suitable for life?

Spirit and Opportunity are mobile laboratories outfitted with visible-light and infrared cameras to scan the landscape and locate promising rocks for investigation; a power tool to grind off the weathered surface; a microscope to examine the interior; and two other instruments to sniff out the rock's chemistry. In this way, the MER team held out hope of finding evidence of the liquid water that many scientists theorize was once abundant on Mars's surface but has since vanished.

The landing sites were chosen for their strong signs of a wet past. Spirit is now on site in Gusev Crater, a possible former lake, while Opportunity has been exploring Meridiani Planum, where minerals have been detected that normally form in the presence of water. And where there's water, there may have been life. The ultimate goal of Spirit and Opportunity is to shed light on this intriguing possibility and perhaps pave the way for the most versatile explorers of all—humans.

It's in your fridge and on your table: the fresh food that we take for granted. But there's a dirty secret behind it. Much of it is picked and packed by a hidden army of migrant workers who are ruthlessly exploited.

"There is slave labour in this country." - Queensland grower

A Four Corners investigation has uncovered gangs of black market workers run by unscrupulous labour hire contractors operating on farms and in factories around the country. The produce they supply ends up in our major supermarkets and fast food chains.



"Almost every fresh product that you pick up... will have passed through the hands of workers who have been fundamentally exploited." - Union official

These labour hire contractors prey upon highly vulnerable young foreigners, many with very limited English, who have come to Australia with dreams of working in a fair country.

They're subjected to brutal working hours, degrading living conditions and the massive underpayment of wages.

Reporter Caro Meldrum-Hanna has obtained undercover footage and on-camera accounts of this dark world. One migrant worker told her:

"I felt like we were going back in time... the way we were being treated was inhumane."

And another: "It made me question Australia as a country."

Female workers are particularly at risk with women coming forward to make allegations of harassment and assault. From farmers' fields to factory floors, the program tells the story of those workers who slave away to produce the food we buy and eat on a daily basis.

The God Who Wasn't There

Former fundamentalist Christian Brian Flemming places the core concepts of his former religion under the microscope in a documentary that attempts to do for religion what Morgan Spurlock's Super Size Me did for the fast-food industry. In his bold quest to seek answers to the difficult questions that few are willing to pose, Flemming is joined by Deconstructing Jesus author Robert M. Price, renowned historian Richard Carrier, and The End of Faith author Sam Harris.

From the ignorance of many contemporary Christians as to the origin of their religion to the striking similarities between Jesus Christ and the deities worshipped by ancient pagan cults and the Christian obsession with blood and violence, this faith-shaking documentary explores the many mysteries of the Christian faith as never before.

This documentary argues the "mythicist" case in the historical Jesus debate. This position says that Jesus of Nazareth wasn't a real person but a fiction based on Jewish scriptures and mystery religions of the Roman Empire. It doesn't make sense to talk about a "real" Jesus -- there wasn't any.

Rituals are regular or repetitive patterns of behavior, and many of them are closely associated with religious practices. Are religious rituals non-adaptive byproducts like Dawkins and Pinker say about religion, or do they have genetic predispositions? Unlike religious beliefs, which have no evidential support and are not amenable to scientific evaluation, religious rituals have the advantage that, as behavioral actions, they can be observed and even measured.

What are the religious rituals, what characteristics do they have in common, and what is the evidence for biological contributions to these ritual behaviors? Does a psychobiological basis for religious ritual suggest evolutionary inspiration? Or could elaborate and complex religious rituals come from our minds as byproducts of other evolutionarily advantageous capacities?

Skepticism and Atheism: Yau-Man Chan

As a long time skeptic and atheist, it was only quite recently when Yau-Man got involved more formally with the Skeptic Movement that he learned that many skeptics are not atheists and many atheists subscribe to all sorts of pseudoscience nonsense and conspiracy theories. Yau-Man wants to engage his fellow atheist to explore why there isn't more of an overlap.

Why aren't skeptics naturally also atheists and why do some atheists manage to hold on to many superstitious and non-reality based ideas when they have rejected religion?



Yau-Man Chan has a Bachelor of Science (physics) from MIT and a Masters in scientific instrumentation from UC Santa Barbara in 1977. He is most known for appearing in the reality television series Survivor: Fiji (2007) and Survivor: Micronesia (2008).
